The attics in this area lose most of their heat through holes rather than through material. Every recessed light, plumbing vent, wiring chase and interior wall top plate is a path from the house into the attic, and warm air leaving through those paths carries moisture with it. In a Renton winter that moisture condenses on the underside of the roof sheathing, which is why so many attics here show staining at the nails long before anyone thinks about R-value. Adding insulation on top of unsealed penetrations makes the house slightly warmer and the sheathing problem slightly worse. So the sequence is fixed. Seal the ceiling plane, correct the ventilation path so soffit vents stay open, then bring the depth up to R-49. Spray foam does the sealing work at the penetrations and around the hatch. The field is usually better served by blown-in material over that seal, and we will tell you when that is the case rather than selling foam across the whole attic.
There is one attic decision worth understanding before anyone starts. Foaming the underside of the roof deck creates a conditioned attic and can be the right answer for a house with ducts up there. It also moves the thermal boundary from the ceiling to the roof, and Puget Sound Energy's attic rebate does not cover work that moves the boundary. A conditioned attic can still be the better long-term call. It should just be a decision, not a surprise.

The reputation comes from a real failure mode. Foam installed at the wrong ratio, over a damp substrate, or in an assembly that needed to dry in that direction can shrink, pull away, or hold moisture against sheathing. It is a red flag when a home inspector cannot see behind it to check. Correctly mixed foam, in an assembly chosen for it, with the moisture source fixed first, does not behave that way.
Cost per square foot is higher than batt or blown-in, and it is difficult to reverse. Closed cell also becomes part of the structure once it cures, so future wiring or plumbing runs are more work. In some assemblies it changes how the building dries, which is why the decision has to be made per assembly rather than per house.
It is worth it where air leakage is the actual problem and the assembly suits it, which in Renton usually means crawl spaces, rim joists, empty wall cavities and garages. It is a poor value where a vented attic could simply be air sealed and topped with blown-in to the same effect for less money. We tell you which case you are in during the assessment.
Some lenders and appraisers flag foam because they cannot inspect the structure behind it, particularly at a roof deck. The way through is documentation. Keep the installation photos, the product data sheet, the depth and R-value achieved, and the permit record, and hand that file to the buyer. Puget Sound Energy has to be your primary heat source, the home has to be single family or a manufactured home, and a site-built house has to have been built in 1989 or earlier. The existing insulation depth has to fall under the program threshold, the work has to leave the thermal boundary where it is, and it has to be installed by a PSE Trade Ally. PSE pays the rebate as an instant deduction on your invoice rather than sending you a check.
They solve different problems. Fiberglass slows heat moving through a cavity but does nothing about air moving around it, and in this climate the air leakage is usually what you feel. Foam handles both at once. In a wall cavity that is already full of fiberglass and performing, replacing it is rarely worth the money, and we will say so.
Insulation added over an unsealed ceiling plane. It is the most common thing we find and it is why an attic can be at full depth and still feel like it is doing nothing. The second most common is soffit vents buried under blown-in material, which stops the attic drying and shows up as staining on the sheathing.
R-49 is the target the current Washington State Energy Code and the utility rebate program are both built around, and it is what we install to. Getting there in an older Renton attic with four inches of settled material is straightforward. Getting there in one with obstructed framing or a low heel height takes more planning.
Usually yes, and the rebate program specifically does not allow removing existing insulation just to qualify for a better rate. We add over it. Removal is only warranted when the existing material is contaminated, wet, or rodent-damaged, and in this area rodent damage is the reason it comes up most.
